The following research and development principles will be submitted into the faculty division of Panacea’s proposed granted non-profit research and development centre. This is to secure the education for public knowledge and for a further feasibility study towards manufacture of prototypes for public free-energy.

The subject matter listed on the left and described in the articles, contains the cream of the crop, so to speak, of the alternative energy discoveries, some of which have met with skepticism and even resistance from established ways of thinking. Independent engineers have, in the past, merely scratched the surface of these methods, and it is our aim to complete the work. We would also like to point out that there are foundations, and institutions, that have preserved the historical research and discoveries of some of the people on the list.

Please note that you may contact Panacea if you are an engineer, or a member of an institution involved in alternative energy research and development. This in case you wish to be included in the Panacea-BOCAF manifesto and also featured here.

However, this does not mean that Panacea-BOCAF has direct connections to Steorn, Lutec, GEET or John Searl, Thomas Bearden or Joseph Newman. We have selected the most interesting and worthwhile ones for research, full comprehension and development - and are interested in the actual science and methodology, not any type of personality cults.

Panacea-BOCAF stands for reliable, balanced research, and strives for the benefit of everyone on this planet. We hope that any inventor or engineer on this planet also has the same goal on his mind - and is not doing it for their own reasons. We stand for clarity of thought and purity of intent. The Panacea-BOCAF Online University is provided to the world by an experienced engineer, who is also one of the founding members of our non-profit organization. The database is being added to constantly, so do check back regularly for important updates. If you have any questions, or wish to voice your support - or better yet - if you have replication results you wish to make public, please contact us.

Another objective of the Panacea-BOCAF center is to generate public awareness and interest for this field. Also it would be beneficial to arrange presentations, the aim of which would be to bring the viewers up to speed on the most recent discoveries being disclosed by both engineers and scientists annually at various alternative energy conferences. Please refer to the design of the center page to enable you to visualize the forthcoming conference hall architecture.

The present, publicly accepted faculties are already on their own chosen path. They have neither the time nor the interest in alternative energy technologies. They see no point in it, as it does not agree with their textbooks. We understand this - but do not accept it as the only possible opinion. This form of sticking to the books will not change unless the public and Panacea-BOCAF intervene.

One needs to only look at the scope of the neglected research presented at the annual TeslaTech and Weinfelden energy conferences to realize that there is merit to this alternative approach to science - and that there are extremely enthusiastic people who would be delighted to take their research and development further.

The Panacea center will provide a non-discriminatory environment for researchers - allowing public access. This public, i.e. open condition allows each engineer to develop and perfect his work safely away from the suppression inflicted by a multitude of selfish interests.

There are extremely knowledgeable and talented individuals worldwide. Some keep a very low profile by choice. They try to shield themselves from political or economic interests, and would quite possibly be far more willing to enter, even anonymously, into a co-operative interfacing and exchange of knowledge with an educational institute - if it is guaranteed to be secure and safe in the public eye. No shady deals, no buy-outs, instead, frank and honest people who have the common good at mind and at heart. These R&D Labs provide a public face for technology development. The center will be supported by grants from the public - so that it is contracted to be opensource by nature.

Panacea-BOCAF needs to be completely open-source in order to be able to re-invent, design, manufacture and distribute functioning technologies for the general public - and to educate all researchers and other interested people into the full reality of these devices as being both working and easily replicable.

In addition to this, there are specific energy inventors who are working in the proprietary field, not in the open-source field - yet they do have critical knowledge in this field - knowledge which can be incorporated into the Faculty role of the center. Thus, to create further security of the related field, the Panacea center offers the opportunity for the development of a faculty membership. This requires a listing of the area of expertise of each individual, further details on their willingness to contribute towards a course work-effort, and assistance in a “think tank” type development of these scientific practices.

This synergetic consolidation can benefit inventors further, by including the option of signing a Joint inventor/ownership, as well as one for copyright for an exclusive MNDA - Mutual Non-Disclosure Agreement, and Teaming Agreements - where two entities are working towards a common goal - CRADA - Co-operative Research & Development Agreement - between the Panacea-BOCAF entity and the individual scientist - for instance, the JOI&C - Joint Ownership / Inventorship & Copyright.

Licensing such as this allows Panacea-BOCAF to manufacture the functioning product by the facilities at the center, and thus help generate income back into the envrionmental projects of the non-profit organization.

The facilities of the center will develop and offer, to those interest in working with Panacea-BOCAF, a working model of an educational course. There are many people worldwide who are working in this area. This is demonstrated by our presentation of the coverage at the various energy conferences, by people such as Kanarev, Rhodes, Puharich, Bearden, and others, whose specialist knowledge is currently being ignored by the mainstream. This knowledge could thrive within the framework of the Faculty Division of Panacea-BOCAF.

Each person can optionally be provided with the opportunity to sign a Joint agreement of each item of technology developed as well as one for THEIR OWN copyright. This would keep their name strictly on their life’s work, and allow the development of licensing agreements, and other faculty aspects which can be presented and represented securely by the Panacea organisation. This is to allow financial growth for them over time for the efforts made, and allow increasing R&D efforts at various development sites globally.

Also, Panacea will serve as the best influence and example to encourage these licensed individuals to become non-proprietary and contribute towards opensourced energy technology and information. This contributes to the reformation of the cartels which currently suppress and oppose out-of-the-box research and technological development.

All the data presented on this site will be incorporated into the various educational programs set up by Panacea - once the center is established. The facilities of the center will also allow the convening of clean energy conferences - which will bring together hundreds of students from across the region to learn about energy issues, the threats posed by global warming and how to become trained in organisational skills. The conferences talks will be delivered by experienced organisers, professional advocates of clean energy and also experts in state-by-state energy policies.

The educational theme of the conferences are to present opportunities for environmental security and prosperity - opportunities, that, when developed, end our reliance on fossil fuels and organise the practical application of smarter new energy solutions like wind and solar power, energy efficiency, “green” buildings, and the currently suppressed alternative energy technology.

Public granted support is needed to enable this research and development to provide the public service of security needed to ensure the information is properly publicised.

Members of the public who read this suppressed research and development information for the first time, will find the subject matter vast, diverse, overwhelming, and hard to accept. To bridge this gap and in order to provide an easier introduction, members of Panacea have personally taken the time to replicate certain open-source alternative/suppressed energy devices, in order to help to introduce this very involving field.

This presentation can be found in the Zero-Point Energy R&D section. It includes a basic layman’s introduction into the suppressed energy medium which we are dealing with. What follows is a simple ’summary’ graph of established anomalous phenomena and alternative principles, in order to help you work your way around this subject. The topics and their investigators mentioned describe proof of principles which have been demonstrated by functioning prototypes and have also been replicated by other people.

However, institutional sciences (through lack of investigation) and corporate opposition have prevented these devices from becoming well known and for further research-time and funding to be invested into them to perfect them.

A simple Google search will uncover the background of the individuals and their technologies. The internet is currently the only publicly accessible medium geared towards this technology. This will change when the center is granted.

Panacea France is coordinated by Pascal Fichant president of the CERNTEA none profit organization.The goals of Panacea France are to distribute advanced energy technologies to science universities and advance education. Panacea France will promote alternative and suppressed energy technology to the mainstream faculties in order to create a “gateway” between this “new science” and the scientific community. The vision of Panacea France is to foster the emergence of these new energy technologies towards liberating poorer countries, plus for the benefit of the environment and economy.

In order to support this misssion Panacea will pledge grants towards our French division in order for them to present, study and improve these technologies. Panacea France has a physical hub where it can perform research and development into electronics, magnetism, engineering and physics. This french division is also seeking the assistance of engineers qualified in these areas.

Panacea France also is seeking the assistance of those experienced in computer modeling, project management, participatory scientists, publisher’s wiki, “reporters” and translators to join this non-governmental organization for independent research on this emerging unconventional alternative energy technology.

Panacea-BOCAF USA is legally registered as a non-profit 501(c)(3) corporation. This is coordinated by Dow Scoggins living in Auburn, AL USA. Dow is involved in youth work with the Auburn City School system and related science faculties.

The main purpose of the Panacea-USA division is to educate the youth in the United States on suppressed and alternative energies and more importantly, have students construct their own devices.

The first students to build Panacea’s proposed devices will be from the Auburn City School system. The initial class lectures and class construction will be conducted by Dr. Mark Jones, an Auburn Science teacher.

Dr. Jones is also the head of Auburn’s Science Olympiad program. His students have won the Alabama Science Olympiad 6 straight years. Once the first device is made, it will be presented to Dr. Steven Taylor and the Auburn University Alternative Energy Program. After this program is completed, once a month, Dr. Jones or Dow Scoggins, former corporate technical instructor and youth motivator, will go to different Auburn City Schools. Each school will build their own devices.

This project will be an annual event and once the new device is built, the first device will be donated to the low-income homes to help meet their energy needs. Panacea-USA will pledge to instruct other science teachers throughout the United States and provide them with the materials to construct their own energy free devices.

Panacea-USA will also present other free energy devices in order to show the children of the United States that they do not have to rely on fossil fuels in the future. Tomorrow’s children will learn tolive on cleaner energy.

Panacea is looking for science and grant foundations to endorse and grant support this division so it can begin these critically needed logistics. Panacea will apply all these grants towards the implementation and construction of all alternative energy technologies.

This Non profit registered division is coordinated by an American missionary Jason Fitzpatrick living in the state of Puebla, Mexico.

Jason lives in an area with a high percentage of indigenous people groups living in extreme poverty with little or no assistance from others.

This missionary is connected to many other ministries who are involved in creating sustainable solutions for third world countries.

Once the proposed granted Panacea center can function to capacity, certain self sufficent de centralizd energy technology will be avialable to the public.

Once this technology is able to be duplicated by the Panacea Mexico team, this technoology will be presented to different organizations who will be able to use it in many different relief projects.

This technology can enable the improverished area to irrigate thier land that would not otherwise be sustainable. Other technological applications will involve the use of Hemp for food, clothing,shelter and an array of other economical solutions to hunger, poor apparel and living conditions.

There are nearly 1,000 villages within a 100 mile radius that are far below the poverty level in his area alone. Sickness and disease is rampant. The mountain terrain is brutal and makes it extremely difficult to harvest crops.

The effect that a team which has the backing of the Panacea community would have on this area and this country would be substantial.

These logistics and verifiable sustainable solutions by qualified generous engineers in this area would bring real time relief to this struggling region.

Because the coordinator of the Panacea-Mexico team has traveled extensively having been a missionary for over 18 years, this research and application would be freely passed on to a multitude of capable ministries and relief organizations that he has come in contact with and has worked with personally.

Definition of assistance

In order to enter into the Panacea-BOCAF organisation the individual is required to provide a written definition of assistance - this is purely for the security of the organisation. Any offer of help and/or voluntary work assistance must be emailed to Panacea.

This email is then reviewed and approved by the members of the trust.The email must clearly, and succintly, state:The exact details, with a fleshed out explanation as to what the person, or organization, is going to do.Also, a clarification as to at which level of knowledge the person will be operating in.

This definition of your role assists us in providing you with the correct workload to take care of - and to not overshoot your capabilities by giving you overly complex things to take care of - and to also make sure that we do not give you things that you would be not very interested in doing due to their simplicity. Rest assured, we will find something constructive that you can do to assist Panacea-BOCAF.

The creation of a non profit organisation facilitates opening up a bank account and for individuals involved to intentionally operate by a clean separation between their personal assets and the NPO’s income stream.

The consistent monthly auditing requirements under the rules and regulations of the Australian taxation office create a liability buffer between the members of the organization’s private assets, so that nothing can be intentionally or confusingly mingled with private income.

Modern computers have made the book keeping requirements easier than any prior time in history. As far as Panacea goes, the function and purpose of the organisation is to REMAIN and operate as a PUBLIC charitable service.

For SECURITY, the Panacea organisation enforces structural procedures which create clear paper trails of the NPO decisions which are made (by whom, when, exactly what was decided). All financial records must match up to the physical activities which subsequently occur.

Any mismatch between decision and action can be traced, and any resulting errors can and will be corrected in timely fashion before anything goes astray. Everybody is reading off the same page.

Panacea wishes to stress the importance of its policy regarding anti-corruption provisions. The security will be implemented by the founding member Ashtweth to Prevent a renegade board bent on co-opting or derailing the organisation for their own financial self interest.

Others previously experienced in the above mentioned UN fortunate experience have expressed an admonition to the current Panacea members to thus keep it simple.

Thus only the legally required minimum quorum of operational personal to start with shall be registered and accepted. More can be added later if the need arises. Later for taxation, operating integrity and non-profit corporation status continuity, panacea can additionally offer and develop the positions of: CEO, CFO, CIO, COO and then Executive Directors of various departments, Senior Directors of same Assistant Directors of Departmental staffing.

The CPA is to be the CFO - Chief Financial Officer, which is to be a Trustee Founding Member only. Note FYI NPO’s in Australia (where the proposed centre will be based) and their set out are not the same as the IRS in the USA or other countries.

To direct a functioning enterprise from grant applications with security and due diligence, Panacea does not allow the, CEO, CFO, CIO, COO to make decisions for any grant applications or for the voted council’s proposals.

Only the trustee’s will have jurisdiction to address such issues for security purposes.

Describe the mission with a clear statement of the scope and dimension of your non profit organisation?

Panacea’s non profit organisation is formed to carry out a charitable, educational, literary, and scientific purpose. Panacea reasons that the benefits which the public derives from the organisations environmentally beneficial activities entitle them to a special tax-exempt status.

The Organization’s purpose and mission is simple.

To provide social equality and environmental sustainability in all areas of human existence. To balance the well being of planet and protect the Youth from corporate spurious influence.

The Not for Profit Organization is to provide a public service and create social equality via related education in the NPO’s faculty division. The centres education and technologies are essential to ensure regulation of the corporate cartels responsible for continuing environmental collapse.

The centres mission is to prevent the currently persistent and un regulated corporate suppression of alternative energy technology. To prevent the conditions which force and harbour public usage of toxic energy technology for corporate self interest profit motives.

This social reform is to be secured by establishment of the Not for profit organizations public granted and owned research and development centre.

The centre will include production and education of open sourced and licensed alternative energy technology, and also work towards resurrection of past suppressed energy technology.

To NPO’s aim is to recruit public grants for the research and development centre and consolidate already available engineers, technology and education into a faculty division. This facility is to provide SECURE public accessible faculty conditions involving:

1) Alternative and suppressed medicinal research and development
2) Alternative and suppressed energy research and development
3) Development of hemp production products

The organisation’s purpose is to further accumulate public grants and influence (signed petitions) to mandate laws for the following conditions to remain which include:

Ecology and conservation and other related education into schools, plus promote vitality through localised organic non toxic food production.

To help third world countries by providing education detailing the environmental benefits of hemp production. To help them erect a program of hemp production and enable these poor countries to produce the basic necessities for life being building materials, clothes, food and green self sufficient energy systems.

To ensure Security into the fractional reserve banking system. To address evidence of concern against the public’s well being at the federal level.

Why does your non profit org need to exist? Who will it serve? What will it actually do?

Foremost Panacea needs to exist to form and realize a non profit intent towards a charitable, educational, and literary or scientific purpose which involves environmental sustainable development, social equality, and prevent spurious corporate cartel influence.

To provide public awareness, protection and education of past/current suppressed and alternative energy technology.

To provide the research and development centre to begin an educational submission of this field into the faculties curriculum for environmental sustainability.

Too assimilate public data to lobby and reform unsustainable corporate profit motives and address it at the federal level.

To practically address the corporate and patent laws which allow for cartels to buy a green solution in energy technology and keep it from the publics best interest via the purchasing of the patent rights and suppressing it.

To provide education and grants to secure a fair and equitable public banking system for economic balance based on the Von Misis institutes findings.

To prevent child abuse and provide security from any subjugation of the fractional federal reserve banking system.

Panacea needs to exist for the security and the further implementation of eco housing designs into the building code for environmental integrity.

Panacea needs to exist to attack the source of poor health. To upgrade the school curriculum with diet awareness from non toxic sources and eliminate western countries health problems related to their industry food production and pollution. To compliment this by the inclusion of body condition programs.Panacea will provide social equality and environmental sustainability.

Where will you operate?

Panaceas will serve the PUBLIC in all nations. Panacea will operate primarily from the granted non profit research and development centre where it is to be based in Australia.

The NPO also has the capacity to function globally and communally through the public eye in all countries by sub divisions with designated Volunteers etc.

If you intend on raising funds in the form of tax deductible contributions, the organization must serve some charitable, religious, educational, scientific or literary purpose beneficial to the public interest. This will allow the organization to seek tax exempt status from the IRS acquiring the designation of being a 501c3 charitable organization.

Panacea serves the public in advancing educational scientific research, advancing nutritional menus, advancing third world and western countries with Environmental sustainability.

Do you need the staff? Can you pay the staff? Can you retain volunteers? Someone has to do the work. Workers are needed for two general responsibilities, administrative and service. Administrative workers run the corporation including raising funds, managing budgets and handling all business operations.

Fundamentally the start will come from public grants. In addition, other supported NPO who share responsibility, the same goals, and contributions.

Rather than using fuel-cells to power an electric motor, the Scorpion from Ronn Motor Company would have an internal combustion engine burning both petrol and hydrogen, achieving 40 miles per gallon (about 5.9L/100km) on the highway. The hydrogen-gasoline hybrid technology comes from Hydrorunner.
Unlike a hydrogen fuel-cell car, the Scorpion’s “hydrogen on demand” system wouldn’t require a high-pressure hydrogen storage tank. Nor would a driver need to find and fill up at a hydrogen filling station.

Instead, electricity from the Scorpion’s alternator sends an electric charge through the water in a storage tank, fracturing molecules and releasing hydrogen, which is injected into the motor, explained Ronn Maxwell, CEO of Ronn Motors in Horseshoe Bay, Texas.

“This means that as we’re driving down the road, we’re producing hydrogen in real time, and blending it with gasoline at a ratio of 30 to 40 per cent,” he said.
