Overseas Divisions
Panacea is a not for profit organization aimed to be world community operated and owned. The Panacea organization wishes to educate and provide the world community with advanced holistic methods of tutelage for environmental sustainability and social equality.
The organisations purpose is to serve an eleemosynary goal in for all nations. Panacea is looking for representation in ALL countries.

Current representative divisions already in operation are listed on the web sites fractal tree. This representative process involves registering non profit status in your country. This will enable the representative division to receive grant support towards the dissemination of Panaceas projects in their own country.
Plus also any additonal civil rights and or environmental projects Panacea is under going. Each country can have their own specific goals of advancing education connected with the related common themes presented by Panacea. Please refer to the current operating divisions for a typical example.
Panacea is currently looking for representative countries who can show case our water fuel cell technology. This process will involve taking the prototype supplyed by us to their local university to upgrade the universities faculty electrolysis theories.
Then further proposing the university set up a make shift Panacea research and development center where we can present additional technologies to advance education and benefit society.

France - Division of Panacea
Panacea France is coordinated by Pascal Fichant president of the CERNTEA none profit organization.The goals of Panacea France are to distribute advanced energy technologies to science universities and advance education. Panacea France will promote alternative and suppressed energy technology to the mainstream faculties in order to create a “gateway” between this “new science” and the scientific community. The vision of Panacea France is to foster the emergence of these new energy technologies towards liberating poorer countries, plus for the benefit of the environment and economy.
Panacea France is needed to promote the development of these new energy technologies, advance education and to create specialized research groups around an Internet platform for collaborative work.
In order to support this misssion Panacea will pledge grants towards our French division in order for them to present, study and improve these technologies. Panacea France has a physical hub where it can perform research and development into electronics, magnetism, engineering and physics. This french division is also seeking the assistance of engineers qualified in these areas.
Panacea France also is seeking the assistance of those experienced in computer modeling, project management, participatory scientists, publisher’s wiki, “reporters” and translators to join this non-governmental organization for independent research on this emerging unconventional alternative energy technology.

USA Division of Panacea
Panacea-BOCAF USA is legally registered as a non-profit 501(c)(3) corporation. This is coordinated by Dow Scoggins living in Auburn, AL USA. Dow is involved in youth work with the Auburn City School system and related science faculties.
The main purpose of the Panacea-USA division is to educate the youth in the United States on suppressed and alternative energies and more importantly, have students construct their own devices.
The first students to build Panacea’s proposed devices will be from the Auburn City School system. The initial class lectures and class construction will be conducted by Dr. Mark Jones, an Auburn Science teacher.
Dr. Jones is also the head of Auburn’s Science Olympiad program. His students have won the Alabama Science Olympiad 6 straight years. Once the first device is made, it will be presented to Dr. Steven Taylor and the Auburn University Alternative Energy Program. After this program is completed, once a month, Dr. Jones or Dow Scoggins, former corporate technical instructor and youth motivator, will go to different Auburn City Schools. Each school will build their own devices.
This project will be an annual event and once the new device is built, the first device will be donated to the low-income homes to help meet their energy needs. Panacea-USA will pledge to instruct other science teachers throughout the United States and provide them with the materials to construct their own energy free devices.
Panacea-USA will also present other free energy devices in order to show the children of the United States that they do not have to rely on fossil fuels in the future. Tomorrow’s children will learn tolive on cleaner energy.
Panacea is looking for science and grant foundations to endorse and grant support this division so it can begin these critically needed logistics. Panacea will apply all these grants towards the implementation and construction of all alternative energy technologies.

Mexico Division of Panacea
This Non profit registered division is coordinated by an American missionary Jason Fitzpatrick living in the state of Puebla, Mexico.
Jason lives in an area with a high percentage of indigenous people groups living in extreme poverty with little or no assistance from others.

This missionary is connected to many other ministries who are involved in creating sustainable solutions for third world countries.
Once the proposed granted Panacea center can function to capacity, certain self sufficent de centralizd energy technology will be avialable to the public.
Once this technology is able to be duplicated by the Panacea Mexico team, this technoology will be presented to different organizations who will be able to use it in many different relief projects.
This technology can enable the improverished area to irrigate thier land that would not otherwise be sustainable. Other technological applications will involve the use of Hemp for food, clothing,shelter and an array of other economical solutions to hunger, poor apparel and living conditions.
There are nearly 1,000 villages within a 100 mile radius that are far below the poverty level in his area alone. Sickness and disease is rampant. The mountain terrain is brutal and makes it extremely difficult to harvest crops.
The effect that a team which has the backing of the Panacea community would have on this area and this country would be substantial.
These logistics and verifiable sustainable solutions by qualified generous engineers in this area would bring real time relief to this struggling region.
Because the coordinator of the Panacea-Mexico team has traveled extensively having been a missionary for over 18 years, this research and application would be freely passed on to a multitude of capable ministries and relief organizations that he has come in contact with and has worked with personally.

Esa functions as a helping hand for the members of Panacea-BOCAF. Definition of assistance
In order to enter into the Panacea-BOCAF organisation the individual is required to provide a written definition of assistance - this is purely for the security of the organisation. Any offer of help and/or voluntary work assistance must be emailed to Panacea.
This email is then reviewed and approved by the members of the trust.The email must clearly, and succintly, state:The exact details, with a fleshed out explanation as to what the person, or organization, is going to do.Also, a clarification as to at which level of knowledge the person will be operating in.
This definition of your role assists us in providing you with the correct workload to take care of - and to not overshoot your capabilities by giving you overly complex things to take care of - and to also make sure that we do not give you things that you would be not very interested in doing due to their simplicity. Rest assured, we will find something constructive that you can do to assist Panacea-BOCAF.
Non Profit Profile
The creation of a non profit organisation facilitates opening up a bank account and for individuals involved to intentionally operate by a clean separation between their personal assets and the NPO’s income stream.
The consistent monthly auditing requirements under the rules and regulations of the Australian taxation office create a liability buffer between the members of the organization’s private assets, so that nothing can be intentionally or confusingly mingled with private income.
Modern computers have made the book keeping requirements easier than any prior time in history. As far as Panacea goes, the function and purpose of the organisation is to REMAIN and operate as a PUBLIC charitable service.
For SECURITY, the Panacea organisation enforces structural procedures which create clear paper trails of the NPO decisions which are made (by whom, when, exactly what was decided). All financial records must match up to the physical activities which subsequently occur.
Any mismatch between decision and action can be traced, and any resulting errors can and will be corrected in timely fashion before anything goes astray. Everybody is reading off the same page.
Panacea wishes to stress the importance of its policy regarding anti-corruption provisions. The security will be implemented by the founding member Ashtweth to Prevent a renegade board bent on co-opting or derailing the organisation for their own financial self interest.
Others previously experienced in the above mentioned UN fortunate experience have expressed an admonition to the current Panacea members to thus keep it simple.
Thus only the legally required minimum quorum of operational personal to start with shall be registered and accepted. More can be added later if the need arises. Later for taxation, operating integrity and non-profit corporation status continuity, panacea can additionally offer and develop the positions of: CEO, CFO, CIO, COO and then Executive Directors of various departments, Senior Directors of same Assistant Directors of Departmental staffing.
The CPA is to be the CFO - Chief Financial Officer, which is to be a Trustee Founding Member only. Note FYI NPO’s in Australia (where the proposed centre will be based) and their set out are not the same as the IRS in the USA or other countries.
To direct a functioning enterprise from grant applications with security and due diligence, Panacea does not allow the, CEO, CFO, CIO, COO to make decisions for any grant applications or for the voted council’s proposals.
Only the trustee’s will have jurisdiction to address such issues for security purposes.

Panacea’s non profit organisation is formed to carry out a charitable, educational, literary, and scientific purpose. Panacea reasons that the benefits which the public derives from the organisations environmentally beneficial activities entitle them to a special tax-exempt status.
The Organization’s purpose and mission is simple.
To provide social equality and environmental sustainability in all areas of human existence. To balance the well being of planet and protect the Youth from corporate spurious influence.
The Not for Profit Organization is to provide a public service and create social equality via related education in the NPO’s faculty division. The centres education and technologies are essential to ensure regulation of the corporate cartels responsible for continuing environmental collapse.
The centres mission is to prevent the currently persistent and un regulated corporate suppression of alternative energy technology. To prevent the conditions which force and harbour public usage of toxic energy technology for corporate self interest profit motives.
This social reform is to be secured by establishment of the Not for profit organizations public granted and owned research and development centre.
The centre will include production and education of open sourced and licensed alternative energy technology, and also work towards resurrection of past suppressed energy technology.

Why does your non profit org need to exist? Who will it serve? What will it actually do?
Foremost Panacea needs to exist to form and realize a non profit intent towards a charitable, educational, and literary or scientific purpose which involves environmental sustainable development, social equality, and prevent spurious corporate cartel influence.
To provide public awareness, protection and education of past/current suppressed and alternative energy technology.
To provide the research and development centre to begin an educational submission of this field into the faculties curriculum for environmental sustainability.
Too assimilate public data to lobby and reform unsustainable corporate profit motives and address it at the federal level.
To practically address the corporate and patent laws which allow for cartels to buy a green solution in energy technology and keep it from the publics best interest via the purchasing of the patent rights and suppressing it.

Where will you operate?
Panaceas will serve the PUBLIC in all nations. Panacea will operate primarily from the granted non profit research and development centre where it is to be based in Australia.
The NPO also has the capacity to function globally and communally through the public eye in all countries by sub divisions with designated Volunteers etc.
If you intend on raising funds in the form of tax deductible contributions, the organization must serve some charitable, religious, educational, scientific or literary purpose beneficial to the public interest. This will allow the organization to seek tax exempt status from the IRS acquiring the designation of being a 501c3 charitable organization.
Panacea serves the public in advancing educational scientific research, advancing nutritional menus, advancing third world and western countries with Environmental sustainability.
Do you need the staff? Can you pay the staff? Can you retain volunteers? Someone has to do the work. Workers are needed for two general responsibilities, administrative and service. Administrative workers run the corporation including raising funds, managing budgets and handling all business operations.
Service workers are responsible for the mission of the organization and for accomplishing the purpose for which the non profit was formed. In small nonprofits, one staff member may do it all. This is where volunteers become critical to the success of the Non Profit Organisation.
As with the majority of non profit organizations, Panacea will operate via volunteers.
There are existing engineers and volunteers involved in the alternative and suppressed energy field who have advanced technology and education ready to volunteer their service in the centre.
There are many non profit organisations’ which can consolidate with Panacea’s green environmental role, also there are other aid agencies that would benefit from Panacea’s research which can consolidate and support the organisation.
There also may be other non-profit organizations that might act as a sponsor for you. You can use their non-profit status to raise money, with their permission.
Opportunity for support is enabled to surface from other environmental established non profit fronts, scientific circles, faculties or universities and established philanthropic charities.
From where will funding come? Nonprofits can earn income through program and service fees, but raising funds is usually an essential activity. Fundraising is simply the result of matching a compelling cause or need with a philanthropically minded individual, organization or company.
Fundamentally the start will come from public grants. In addition, other supported NPO who share responsibility, the same goals, and contributions.
